This is the peak chemical diversion forum in the Asia Pacific Region and brings together experts from national and international law enforcement agencies, forensic services and the legal profession. NEW Invited Speakers Confirmed

The Steering Committee is pleased to have secured an international speaker from Thailand -
Mr Chartchai Suthiklom to present at ACDC 2009.

Mr. Chartchai Suthiklom
Senior Narcotics Control Advisor
Office of the Narcotics Control Board (ONCB)
Thailand

Mr. Chartchai Suthiklom graduated with Bachelor Degree of Arts in Political Science from Chiang Mai University in 1977 and suddenly joined the Office of the Narcotics Control Board of Thailand as Narcotics Law Enforcement Officer. After 15 years of service in Narcotics Law Enforcement Division, he assumed his new responsibilities as Director of Asset Seizure Division in 1992. In 1998, he returned to Narcotics Law Enforcement Bureau as Director. In 2000, he was promoted to be Deputy Secretary General of Narcotics Control Board. And lately in 2006 he was Senior Narcotics Control Advisor Office of the Narcotics Control Board.

 

Graham Perl
Professional Relations Manager, Johnson & Johnson Pacific

Graham began his career in hospitality studying Hotel Management at the University of Witwatersrand and spent 8 years involved in hotel and restaurant management. Immigrating to Australia Graham studied marketing at Macquarie University and joined the pharmaceutical industry. Over the past 20 years Graham has worked for four major international organisations in roles including sales and marketing management and business development. In 2001 he joined the Pfizer Consumer division (that later was acquired by J&J pacific) as Professional Relations Manager where he first came into contact with the issue of pseudoephedrine diversion. Since then Graham has been closely involved in developing the Companies position on responsible pseudoephedrine sales and initiated strategies that led to the ASMI Code of Conduct on the sale of PSE products; and was instrumental in the successful launch of phenylephrine alternatives. Graham is a member of the National Working Group on the Prevention of Chemical Diversion and has been involved in supporting the initiative towards mandatory recording of Project Stop in NSW.

 

Graeme Mayne
Country Security Manager, DHL Supply Chain Australia

Graeme Mayne is currently the Country Security Manager for DHL Supply Chain Australia and is responsible for all security and criminal risk measures within 34 warehouse sites across Australia. Graeme has been with DHL for the past three years. Graeme has nine years security and risk experience within the warehousing and transport sector including cash in transit and hospital facility security and risk.

Graeme was a member of the Victoria Police for 20 years and reached the rank of Detective Sergeant resigning in 1995. Graeme served as a detective at St Kilda CIB, Armed Robbery Squad, Drug Squad and specialist task forces dealing with high level drug traffickers. Graeme has an advanced diploma in Policing and investigation, a diploma in Security Management (RMIT) along with other relevant tertiary qualifications.

DHL Supply Chain hold a significant portion of the pharmaceutical warehousing and distribution market within Australia and are globally and locally progressive and innovative in their overall security approach. He has assisted the Australian Crime Commission in their determination dealing with precursor diversion of PSE based medications within the transport and warehousing sector.

Graeme will discuss an overview of criminal risk from an internal and external aspect relevant to warehousing and distribution of pre curser substances along with anticipation of emerging trends in criminal activity within this sector.

      The National Precursors Strategy has been in operation for over 6 years. It is time to take stock of what has been achieved to date and identify vulnerabilities in the national response to combating precursor diversion and ATS manufacture.

    • Organised Crime Strategy - Future directions / Implications for law enforcement
      The Commonwealth Organised Crime Strategic Framework has been developed to

      • Drive an integrated and collaborative Commonwealth approach to address organised crime; and
      • Set the strategic policy direction for Commonwealth efforts against organised crime.

    The ACDC Steering Committee is looking to provide an opportunity for participants to work across a range of disciplines and jurisdictions to develop effective solutions to chemical diversion and synthetic drug manufacture and trafficking.

    In order to assist in achieving these goals, the Steering Committee is pleased to have secured the following international speakers to present at ACDC 2009.

    Sandeep Chawla, Ph.D., is Director, Division for Policy Analysis and Public Affairs, at the United Nations Office on Drugs and Crime (UNODC). He has been Chief of Research at the United Nations Office on Drugs and Crime (UNODC) since 1994 and since then he has led the development of UNODC's research and analysis capabilities. The systematic publication of research findings, analytical studies, statistics and annual estimates of the extent of illicit drug production, trafficking and abuse, reflected in the World Drug Report, the annual Global Illicit Drug Trends publications, the Studies on Drugs and Crime series and the annual illicit crop survey reports, all occurred during this period. He is the Editor of the United Nations Bulletin on Narcotics, which is one of the oldest journals in the field, having been in continuous publication since 1949.

    Thomas N Farmer is an Assistant Special Agent in Charge at the
    Tennessee Bureau of Investigation and State Director of the Tennessee Methamphetamine Task Force. He is responsible for overseeing the operations of the multi-agency State-wide Methamphetamine Task Force, including policy development and implementation in law enforcement, clan lab certification and specialized training, first responder training, lab incident response/support, comprehensive meth intelligence system (encompassing EPIC reporting, precursor/chemical monitoring program, quarantines), information sharing and community outreach meth awareness. Formerly, Mr. Farmer was Lieutenant of the Hamilton County Sheriff's Office Narcotics & Special Operations Division, responsible for drug enforcement, meth suppression and prescription fraud/diversion program.

    Tommy is a member of the National Narcotic Officers' Association; Tennessee Sheriffs' Association; Tennessee Association of Chiefs of Police; Tennessee Narcotic Officers' Association;
    Tennessee Gang Investigators Association; and the Fraternal Order of Police.

    Among other issues being discussed at the Congress is The Pharmacy Guild's 'Project Stop' system being run with the view to assist Pharmacists in dispensing PSE based products to legitimate customers. Recently the Queensland Government have announced that they are going to mandate electronic real time recording in that state, and a similar suggestion has been raised for introduction into NSW by the NSW Police Drug Squad, Pharmacy Guild, ASMI and members of the Pharmaceutical industry.

    These changes will have a dramatic affect on the industry, and may herald the next step of controlling PSE diversion from pharmacies by rescheduling to S4, or prescription only.

    The Congress will provide a great opportunity for members of the pharmaceutical industry to show support for the mandating submission and putting forward resolutions to that effect, in addition to entertaining discussion on how it could impact on industry.

    A key component of the Congress is the workshops and discussion sessions in which delegates can have direct input into the development of resolutions made through the congress.
